Two problems found in steering. One fixed. Other part ordered. Not sure which.

Car sputters and idles up and acts like it doesn't want to start after fueling up, and also the electric steering freezes up and has no power to it. I have to turn the car off and start it again in order for it to work dealer says no prob.
